Why is the ferris wheel running with missing baskets??? 3 on, 1 off. does any one know? This is just a guess, but I think they remove certain cars during the winter to lessen the strain on the Ferris Wheel from the storms coming off the ocean. Basically, the Ferris Wheel is like a giant sail: the less cars, the less force on the wheel. If you look closely, the empty spaces are spaced evenly around the wheel. They'll probably be putting them back on as the season gets closer and the threat of strong nor'easters diminishes. I've seen them take some cars off whenever a hurricane came too close to the coast. I have also been down in the off season and noticed cars off and thom's answer seems to be the most logical as it does get very windy at the top of that wheel.
