What are those rooms over the Boardwalk??

I have always wondered what those rooms were above the boardwalk? I believe there are stores beneath them but I cannot recall what else is around them. The place does not appear to have a name and the rooms are dark inside now. So obviously they are not in use. I recall many years ago that people were staying in them but it did not look like too nice of a place to stay. Kind of dingy. I also recall last summer someone was working on them but not this year.
